Net Billing in California

Understanding California's updated net metering program

Starting April 15, 2023, California updated its solar energy program to Net Billing Tariff (NBT), also called NEM 3.0. This means solar customers are now paid for excess energy sent to the grid at a rate based on the utility’s avoided costs. To get the most from your solar system under NEM 3.0, adding a solar battery for energy storage is highly recommended.

  • Excess solar energy are now valued lower than before
  • Battery storage helps you use or sell energy when rates are higher

Solar Incentive Questions

Common questions about California solar rebates.

Don’t see your question answered here? Contact our experts, and we will be happy to help.

Does solar save money if net metering rates are lower now?

Even under California’s Net Billing Tariff, solar can still significantly reduce your electric bill. Savings come from using your own solar energy instead of buying power from the utility, especially during high-rate evening hours. Pairing solar with battery storage helps maximize those savings.

Will solar increase my home’s value?

In most cases, yes. Solar systems are widely seen as a desirable home upgrade, especially in California. Thanks to the state’s property tax exclusion, the added value of a solar system won’t increase your property tax assessment.

What happens during a power outage if I have solar?

Standard solar systems shut off during outages for safety reasons. If you want backup power during blackouts, you’ll need a battery system. With solar + battery storage, you can keep essential appliances running when the grid goes down.

Are incentives the same across all California utilities?

Not always. Some incentives, like SGIP, are utility-specific, and rebate availability can vary between PG&E, SCE, SDG&E, and local providers. Your installer should verify which programs apply to your home and utility territory.

Do solar incentives run out?

Some programs have expiration dates or limited funding, while others are ongoing but subject to policy changes. Battery rebates and utility programs often have funding caps, so acting sooner can help secure better incentives.

Will my savings change over time?

Your savings may change as utility rates increase. Solar helps protect you from future rate hikes by reducing how much power you need to buy from the grid.
